Given the continuing pandemic concerns, we are conducting a survey to help leadership determine if there is a possibility that quorum could be achieved if we held the Annual Meeting for no more than one hour on October 31, at both the Chinatown (Quincy Elementary School or 120 Shawmut) and Newton (218 Walnut) campuses. Filling out the survey does not commit you to attend the annual meeting. Please fill out this form only if you are a BCEC Member.  

Per our BCEC Constitution and By-laws, we are required to hold an Annual Congregation Meeting on the last Sunday of October each year (which is October 31 this year) or such other date as shall be fixed by the Board of Deacons. The By-laws state that a quorum of at least 25% of our members must appear in person to transact any business.

Last year, an emergency law passed by Massachusetts due to the pandemic enabled us to hold a meeting over Zoom and transact business via voting by proxy. The state of emergency ended in June, and unfortunately, the law was not extended for churches. Thus, this year, we must appear in person, and meet the 25% quorum to transact any business. That business includes presenting the budgets for the General, Missions, Charity, and Expansion Funds for the Congregation's approval. Congregation approval at a Meeting is also required to elect deacons, promote Steve Liu to Pastor, and make any changes to the Constitution or By-laws.  

If we do not achieve quorum for the October Annual Meeting, BCEC will operate using last year's budget, no new deacons will be elected, and Steve Liu will not be promoted to Pastor, until a valid Annual Meeting is held at another time, possibly not until March 2022.
